Driving law changes coming into force in December - how moto

The Public Charge Point Regulations (2023) came into force in November 2024 but gave 12 months to comply with the contactless payment requirement, and other stipulations.

Unless local councils/operators have been very busy in the last few days, many still don't, even on chargers over 8kw, and there are still many around less than that. Up the Yorkshire Dales, the norm for car parks in the National Park is 7kw and some are only 3kw. And they charge you for the parking!

The government are always on the look out for ways to introduce more taxes. Perhaps a refuelling tax could be the way forward based on time.

So a new tax of 10p for every minute you spend refuelling would bring a few quid in for Kier. Those with small a petrol or diesel car would pay about 60p for 6 minutes. Those with an EV pay about £18 for a 3 hour charge 🤣

Don't give them ideas! The National Park charge is currently (plenty of puns there) £3.50 for 2 hours. Since a typical EV does about 3.5 miles per kwh, it's about enough to get you as far as the nearest decent rapid charger. And the leccy is 62p per kwh last time I looked. They're not contactless so you also need an app and broadband/mobile coverage up there isn't great to say the least.

It's ok I guess for an emergency top up for a visitor, not much use for those who live and work up there. Though I guess there'll be less of those with the agricultural IHT changes.

Was trying to find out if this new legislation applied also to Northern Ireland, but on my search came across this change which applies to NI but not Great Britain!

The ‘New Vehicle General Safety Regulation’, also known as GSR2 or Regulation (EU) 2019/2144, came into effect on Sunday 7 July 2024, mandating a range of technical safety features be fitted to new cars as standard within the EU and Northern Ireland. These include intelligent speed assistance but also other advanced driver assistance systems such as autonomous emergency braking, driver drowsiness and attention warning and emergency lane keeping systems.

That technology has been introduced over a number of years now, so all new vehicles have the same tech Europe and UK. 

My old 2016 Mondeo had some of that tech . What I don't like, and it's not specic to any manufacturer is lane keeping systems. Switched that off on my Mondeo and both the Hyundai's. 

Implementation dates have varied a bit depending on whether it was a brand new model or one already in production, but in most cases it applied to all from July 2024. (Some vehicles currently in production still have until July 2026 to include Phase 3 of the regs, which covers Advanced Driver Distraction Warning and further extensions to Automated Emergency Braking in respect of cyclists and pedestrians.)

Strictly speaking it only applies in EU and NI (due to its unique status), but in practice manufacturers aren't going to do a different spec for GB and the current government may well formalize it anyway.

So far, I've been able to switch off, eg, lane keeping and speed assist just once when first getting the car, and they stay off permanently unless re-activated.

Not the case with the very latest cars which have to be de-activated at every start up if you don't wish to use the technology. Friends of ours have just got a new VW Golf. They're very pleased with it generally, but unlike their previous one, all this stuff defaults to "on" every time they drive it, and it's already sending them nuts!

I think Renault/Dacia have a feature where you can configure which of the systems you want active or not combined into one button. It still needs a press at each start up but that's lot better than some where you have to go through multiple menu screens for each system.
