But, elderly, wheelchair users and blind people prefer the pavement be flat.

I have seen back many years ago, a person paid for all this then suddenly a telephone post appeared one day whilst he was at work directly in the path of the drive. 
the cost then to move it was £1500. 
 

It’s a very costly matter. Better to purchase a home with a ready made parking space or in this case a car park!

Uber at 10% of present costs would mean you would be transported by a vehicle at less than the cost of a bus!

The government webpage I linked to has cross-pavement solutions that avoid the tripping hazard.

If you're going to have an electric vehicle and you need to park it on the road with a public pavement between the car and your property, then you need to plan for how exactly you're going to connect it for charging without impeding people's right to use the pavement, and without creating a trip hazard that could result in you getting sued. Leaving an obvious trip hazard out after dark is a rather dumb thing to do and you can't blame anyone else but yourself should something happen.

UPDATE -  My friend's son-in-law has been in touch with his own house insurer who is handling the case for him. Which is good, since they have just had their first baby at the same time as some repairs to their house are in progress (this being dealt with by the house insurance as well!) and they are in temporary accommodation - which is where my friend's car was parked when it was stripped, having lent it to said son-in-law while their car was in for repair - rainstorms anyone??
