2005 TDCI Dashboard cluster VIN relearn

I'm trying to get infomation about how easy it is to perform a VIN relearn for a dashboard instrument cluster, is this something that could be attempted using ForScan or does it need dealer level software? 

The dashboard cluster has an irrepairable software fault and needs to be replaced with a functioning second hand unit. 

The software fault was diagnosed by ECU testing (Heanor), when the unit was send to be repair (assumed to be faulty wiring initially), they then tried to do a code swap into a second hand unit, but this transfered the fault into the second hand unit. Any infomation would be welcome or recomendations for garages in the edinburgh area that might be able to help.
