Smax starts but engine doesn’t stop.

Have a Ford smax 63 reg 2.0 diesel.

Car starts and drives but has reduced power between gear changes.

Car engine doesn’t stop when turned off but dash does.

in engine bay there is a whining noise.

If fuse 7 relay coils is pulled the noise stops.

traced to relay R2 PCM which if pulled and fuse returned the noise is gone. Swapped relay for another with same type in fuse box and same happens.

If battery left connected it drains it.

Is this now a new fault after the non-start after driving was fixed by changing FRP & CKP sensors?
How long fault free did you get (i.e. it isn't the same or a connected problem with the last one?)
To me it looks like something is allowing the PCM to keep the engine running by continuing to allow the injectors to trigger.
Does fuse 7 only say "Relay coils" or ?
It does seem that something is holding the relay in and that will obviously drain the battery.
Ideally, a wiring diagram would be available to help to investigate this? (As a complete bodge, a switch wired to cut off the supply would do it but that may cause other issues that we don't know about.
Unless it's a fault in the PCM but that would be another level of difficulty and expense, needing sending away to test.
