Ford Focus MK2.5 - Cruise Control Not Working

Hi everyone!
I didn't have cruise control in my Ford Focus MK2.5, no buttons, no wiring but did have both blue and black switches behind the brake pedal and a black switch behind the clutch pedal.
Yesterday, I used ELMConfig to enable Cruise Control and everything went perfectly (GEM: Cruise Control Configuration stays Ticked, HEC: Cruise Control Configuration stays Ticked, PCM: Integrated Speed Control stays Ticked).
Today, I installed the wiring from the GEM to the steering column connector and then from the steering wheel connector to the buttons, which I also had to install and were the type where you have to cut into the wheel and screw in.

I used the "rear heated window button while turning ignition on" test to check the buttons worked and they all work fine, I got a beep when pressing each of the buttons.

The issue is that when I press the ON button and then SET+, nothing happens most of the time, sometimes cruise control will enable and the green light on the dash will light for a second, sometimes 3 seconds, but then it always turns off on it's own. This is really disappointing, as I was looking forward to having this feature, it would help me a tonne on my long drive to work.

Does anybody have any idea as to why it's not working?

I have Forscan and ELMConfig, is there a way to test if the brake pedal sensor is working properly? My brake light is fine and only comes on when pressing the brakes, but maybe the sensor is not working well, anyone know the part number for that?

I just couldn't wait until tomorrow, so I got back in my car and used Forscan Live data to check the sensor data for the clutch and brake pedal sensors, everything worked as it should.
I then checked fault codes and there was one for cruise control, I cleared all fault codes.

Then I went for a drive and tested again, cruise control finally worked, but I think it was working all along, the issue I was having is that I was trying to turn it on between 20mph and 25mph, when in actual fact you need to turn it on at speeds over 25mph.

It seems to work fine now, but does anyone know if there is a way to enable cruise control to be turned on at lower speeds, ideally at 19mph? Thank you very much!

No, there is not.

Cruise control only working above a minimum speed is a safety feature that cannot be changed inside any of the configuration parameters..
