Parking fines outside London could double to £160 under Labour plan

They're coming for you, again.....

Personally I have little sympathy for people deliberately (and possibly dangerously) parking where they shouldn't, but in the real world many of the penalties (speeding or parking or Tramgates etc) are accidental or at the very least have "mitigating circumstances" (e.g. the Tramgate fine I got was on a Bank Holiday Monday when I knew the gate was not in operation on Sundays, and I made an assumption....). So, bearing in mind Councils are very much less likely to cancel penalties these days (that is certainly my experience) that makes the increase even worse.
