Missing Relays And Dodgy Warm Starts

Since having this car, I have been having trouble with Warm starts. I have read all about the dual mass flywheel trouble and do not think this is it.

When warm, the engine sometimes takes a couple of tries to start. When it does start there is a splutter/rattle from between the engine and footwell on the drivers side.

I decided to Investigate and noticed in the aux fuse box ( in the engine bay ), I seem to have fuses and relays missing.

Being new to diesel, I am stuck. Both relays and fuses seem to be from the "heater glow plug 1" & "heater glow plug 2".

Are these correct in being missing?

I also noticed that the "Fuel pump, diesel injection pump" relay is missing.
