Removal Of 4 Spoke Wheel Inserts?

Hi all :)

Just finished rewrapping my trim (console) and wanted to wrap the inserts on the steering wheel, however they do not seem to be bolt/screw on type, so I had a little play and they do rock back and to like they are screwed or bolted. :/ I was hoping that they would be just taped on. Does any body know how they come off as they are very different it seems to the 3 spoke wheel.

Also is the faceplate to the speedo cluster sealed to the front cluster glass? I know a few of yoy fine fellows have removed the cluster and changed the dial faces but I am on about the black face the dials all sit within.
