Power Steering Fluid On Top Of Resevoir

After an hours drive the steering became very heavy, on closer inspection there is PS fluid leaking from the cap area of the reservoir, what could cause this?

When removing the cap - the fluid is frothy...

Any ideas, and more importantly a remedy?!

    if the fluid is frothy, I would suggest a full drain and clean and refill. I would also replace the cap as well.
