Advice please...

I am going to change the dashboard colour and I have been told the best way to get the colour to come through is to sand down the old colour off the back of the gauges. Is this true or is there another way? 

The colour just now it green/red. Hopefully get it to Blue/red.

    I took the dash out and everything and took it all apart there is some sort or varnish on the back and sanding it down (only where the green shows) it makes it see through and the blue stands out so much better. If anyone does it tho do it slowly its a little tricky to only get what you are try to get off otherwise the black starts to become see through as well.
