I'm not familiar with the Mustang, but on some American Auto cars the small pedal on the left is the parking brake or it could be lights main beam switch.

It's to apply the 'parking brake' there should also be a small leaver on the left lower side of the dash, looks like a bonnet release handle, which you pull to release the parking brake.
