Why are there so many roadworks going on with no work taking place ?

It's all part of the governments push to get people out and back to work. During the lockdown's tens of thousands of cones and temporary traffic lights were cooped up in little compounds and deprived from disrupting traffic. So now they have all been released and are running a mock, causing a traffic jam here and a contraflow there, the little cones have never been happier 🤣
