ooooh !!! that's a mess. Often wondered what happened to old sofas when they died 🤣

Mine as I say seems to be a semi solid chunk of expanding foam the type you get from B&Q to seal around pipes and the likes



Defo rodent damage there. Also the drip trays shouldn't make any difference to water getting inside the car. Rodent may have taken  a liking to a rubber grommet too. The the foam filled bags can be removed after removing the  wheel arch liner. It's only sound deadening. Doesn't look very professional but does the job. Lots of manufacturers use the same method but hide it better.
