Boot water leak

the panel thats full of water

 

I am loathed to start drilling around there as the fuel filler cap is right nearby. Daft question but where is the fuel tank? 
and should I need to drill from the underside of the wheel arch, ie by taking the wheel off?

 

2009 focus same problem fixed with removing plastic roof runner found the sealer cracked  re sealed with silicone and fixed the leak

update!

FIXED by using best part of a whole tube of TigerSeal around all the panel joins on the rear driver side, boot mounting points and all the way along underneath the plastic roof runner.  Also took the bumper off and redone the vent seals aswell for good measure.

Its been almost two weeks and the carpet is still bone dry.

Just an update

I think the book leak is now resolved. I resealed around all the panel overlaps in the boot opening I could find.
Cleaned and resealed the screw fixings for the light clusters
Around the cable entry rubber I made a U shape in sealant to let the water run either side as well as sealing the rubber bung
Removed the rear bumper and checked the rear vent flaps, and put a little bit of sealant on the bottom flap just to hold it down
With the bumper back on, I then sealed the bumper to boot area join - it has a 8 or 10mm bolt holding it to the body work.

Put some cavity wax around the joints in the boot.
