The trouble with those pipes is that the thick rubber outer has a mesh inner lining which, if the outer rubber pipe splits (which it does with age and heat) tends to hold the split together, making it difficult to detect, the split will open up under boost pressure, resulting in boost loss which causes the hesitation/stutter.
