You are posting in the wrong section (Guides instead of the Ford Focus section). Because of this, you may receive limited responses.

The USB hub is powered directly by the APIM and is not separately fused. If the USB is no longer working, there are basically four possible causes:

1: The USB hub itself is defective.
2: The power wiring between the APIM and the USB hub is defective (drawing too much current can damage the wiring).
3: The power output from the APIM is defective (drawing too much current can damage the internal power regulator circuit of the APIM).
4: The USB controller within the APIM is defective.

It is well known that the current output the SYNC 3 APIM can deliver is extremely limited. It was never designed to charge a phone. Also keep in mind that the SYNC 3 system was developed about 10 years ago. Modern phones draw significantly more current than phones did 10 years ago.

I have seen cases where the high current draw of a modern phone (especially iPhones) overloaded the SYNC 3 system and eventually caused components to fail.

In this case, I suggest starting by checking the power wiring between the USB hub and the APIM. If the wiring is still in good condition, measure the voltage between Pin 1 and Pin 4 of the USB hub power connector. If there is power, the cause is likely a defective USB hub. If there is no power, the cause is likely a defective APIM.

I suggest to forget updating by WiFi. Updating the SYNC 3 system via WiFi is extremely time-consuming. If an update is available, it will be downloaded in the background. Since the system only downloads when the CAN bus network is active, it will pause approximately 15 minutes after the vehicle is locked and resume once the ignition is switched on again. Downloading update files this way can literally take months.
