boost problem

hi can any one help, i am new here and i have a mk4 58 plate mondeo titanium x 2.0 tdci, i recently acquired a boost up hill problem, would not go above 3000 rev i have had the turbo actuator looked at and it seems to work fine, i have changed the sensors in the front throttle body , changed the throttle body, changed the solenoid at right hand side of engine block, checked the vacuum pipes, cleaned out the inlet manifold but still the same can any one help please,,
