Could be, but then again it could be a simple fix, normally it's a speed sensor at fault or a broken wire a bit harder to find but easy to fix, a code reader will tell you which wheel is at fault then take it from there.

Does the light go out when you restart or is it on all the time?

Have this checked as soon as possible.

Normal braking (without ABS) will generally be maintained and should be safe to drive but no guarantees.

If it's on all the time get it checked out ASAP local garage should be able to read the codes
