Fuel Tank Breather - 57 plate 1.3

When the filler cap on my wife's Ka is removed there is a very noticeable rush of air into the tank. The fuel gauge never reads full even after topping up, and there is often petrol leaking out of the filler when the tank has been filled, even after driving quite a few miles. Not sure of these issues are related?

I understand the tank vents to the manifold via a solenoid -operated valve on the rear engine bulkhead.

Can anyone tell me when the solenoid operates, and would a blocked breather or faulty valve cause the above symptoms?
