Hello, can someone help please

I was looking around an XR3i 1992 130 Ford Escort Cabriolet and saw holes with plastic bungs in on the windscreen piers and again to the side pier between the windows.

The car was made in German and shipped over to England, not unusual its just the holes!

Any ideas please, Thanks
