I think all the Focus tanks are the same, I have a spare one here, and both the small entries are virtually the same, to the top of the tank. They are air vent pipes. One is a few mm higher, I would pipe the radiator pipe to that one, to reduce the amount of flow from engine to radiator that could bypass the closed thermostat and slow down the engine warm-up time.
