Just swap it with another one the same size to test. If it's not horn, fuse or relay then you'll have to look at the steering wheel contacts and clock spring to check if the horn signal is getting through from the wheel. Though as you've had other electrical issues, it would be worth checking plugs and wiring for the module before replacing in this case.
