Headlight fault - not fuses

Hi i have a 2010 ford focus zetec with facelift and euro fusebox layout. 

Passenger side head light is not working, all lights appear to be on but are very dim. When indicating all of the bulbs in the headlight flash dimly. 

Have replace dipped and high beam bulbs as we suspected they may be at fault. No change. We then took out the fog light fuses, left and right dipped/high beam fuses and tested on a multimetre. All were fine. Have looked at the loom connecting to the headlight and there are no splits in any cables and the ground looks fine. I've seen online people mentioning switches/relays but i am not sure which ones to buy and havent had any look finding the right part. I suspect it could be a relay as i can here the ticking noise when turning lights on and off. Any ideas?

id give all ground wires for the lights a good clean up to the body wire brush
