Unexplainable Rev Behavior. Mk1 53 Tdci Focus

Hi all! I've read through as many forums as I can to try and solve this myself. I'm not very good under the bonnet but I'm learning.

About 5 months ago when the turbo is kicking in I noticed the rev needle shoot up and stop/flutter around the 3k mark, it gains power slowly but it's not pure boost like it used too. But everything before this point is. Since then there is no smooth arc in the rev display it just jumps up, acceleration is fine but the noise coming from the car during boost has gone from a growl to a growl ending Ina wheeze.

turbo has been changed, as have the injectors, filters and fuel rail. EGR, inter cooler have all been cleaned out too.

No fault codes at the local garage, running out of ideas and money, any help appreciated
