Where about is it in the car ie under the seat?

I found it top left after removing the glove box. 

It looks like the connector for the optional passenger airbag deactivation switch (PADS).

Can this be retrofit?

Ford Dealerships will refuse to activate the system (although I believe they used to as long as the owner signed a legal waiver).

IIRC the system can be activated with Forscan or Foccus using a modified ELM cable.

You would need the deactivation switch and the deactivation warning light for the dash as well.
